Optical space-based space surveillance (SBSS) is one promising means to increase tracking capabilities for small resident space objects beyond the reach of ground-based radar. We consider the design problem for SBSS constellations by quantifying coverage over a dual-altitude band subject to above-the-horizon viewing constraints.
